Stopping Traffic Indeed

Retronaut posted this 1931 photograph showing a girl in a bathing suit with a police officer's badge, belt, hat, pistol and whistle directing traffic in Miami.  Judging by the posture of the gentleman in the background, who appears to be the true cause of the traffic delay, it seems safe to assume this was a publicity stunt of some sort.
