In July 2010, I posted an item about a 1940's news photographer who mounted a
camera on his car dashboard. Based on this
article from the September 1939 issue of Popular Science, the California Highway Patrol had him beat by a few years, and upped the ante by using a motion picture camera in its patrol cars.
